ChoicePoint stock began trading on the New York Stock Exchange (NYSE) under the symbol CPS on August 8, 1997. Acting initially as a data provider to the insurance industry, ChoicePoint has grown into a more robust and comprehensive information, analytics and technology provider for a wide range of public, private and non-profit organizations.
The company has grown steadily by extending the fundamental operating model of the insurance business into additional markets. With offices on two continents, ChoicePoint employs more than 5,000 associates in five business segments: Insurance Services, Screening and Authentication Services, Financial and Professional Services, Government Services and Marketing Services.
Pursuing an aggressive growth strategy, ChoicePoint has made more than 60 acquisitions over the last decade. The company continues to grow today with a focus on the next generation of information products to serve customer needs, while helping protect personal privacy, promoting the responsible use of information and following strict standards regarding the use and dissemination of personal information.

Derek V. Smith, Chairman and Chief Executive Officer (CEO)
Derek Smith has served as ChoicePoint's CEO since the company went
public in 1997, adding the chairman's responsibilities two years later.
As the company has grown, Smith and the company's senior leadership have recognized that the two areas in which ChoicePoint has the greatest expertise are in identifying and helping to address the economic and physical risks faced daily by American consumers and business.
ChoicePoint's efforts to help mitigate economic risks are most evident in its extensive work with the insurance industry. Virtually every insurance carrier in the country has shared with ChoicePoint its claims history, allowing the company to combine that information with other data sources and do the analysis necessary to fairly price home and auto insurance policies. As importantly, ChoicePoint works with thousands of businesses, large and small, to perform pre-employment background screening, allowing millions of Americans every year to get the jobs they seek.
Under Smith's leadership, ChoicePoint's work doing pre-employment background checks extends beyond corporate America deep into the heart of the country's non-profit community. Every year the company performs, virtually free-of-charge, background checks for some of the nation's largest non-profits. Over a three-year period ChoicePoint found more than 86,000 people with undisclosed criminal convictions applying to work with children or other at-risk populations. Of those, more than 500 were convicted sex offenders.
A relatively new but growing area of economic risk is identity theft and ChoicePoint, itself, was one of dozens of companies, government agencies and educational institutions in recent years to be involved in an unlawful data access incident. At Smith's direction, ChoicePoint responded by taking a number of important steps to become an industry leader in zealously protecting consumers' information from those who would use it unlawfully. Additionally, ChoicePoint is the first company of its kind to announce the creation of a consumer Ombudsman position. Charged with working directly for consumers in resolving any disputes that may arise from the company's work, Smith's intention is to make the company more transparent and responsive to the millions of Americans whose lives ChoicePoint touches each year.
On the physical risk side, ChoicePoint works every day with local, state and national police agencies to provide the software and data necessary to help stop crime and capture criminals. The Maryland State Police used ChoicePoint’s software to help locate the D.C. snipers. Likewise, the Transportation Security Administration used ChoicePoint to conduct background checks on nearly 100,000 applicants for security screener positions in less than six months.
Guided by Smith's long-held desire to make society safer through the appropriate use of information, ChoicePoint has also forged a relationship with the National Center for Missing and Exploited Children. This partnership provides NCMEC with access to ChoicePoint's data, software and manpower and has led to the recovery of more than 80 children in recent years.
Smith is the author of two books on privacy, “The Risk Revolution: Threats Facing America & Technology's Promise for a Safer Tomorrow” and “A Survival Guide in the Information Age.” Prior to launching ChoicePoint, Smith held executive positions within Equifax, Inc., the former parent of the business that would become ChoicePoint. Smith holds an undergraduate degree from Penn State University and a graduate degree from Georgia Tech. He is married and the father of two children.
Douglas C. Curling, President and Chief
Operating Officer
Doug Curling serves as president, chief operating officer (COO) and a director
of ChoicePoint (NYSE: CPS), the leading provider of identification and credential
verification services. The company serves the information needs of business,
government, non-profit organizations and individuals, including Fortune 1000
corporations, asset-based lenders, professional service providers and federal,
state and local governments, and is committed to the responsible use of information
and the protection of personal privacy.
Curling, an officer of ChoicePoint since 1997, has helped shepherd the company's dramatic expansion to double-digit core revenue growth and increasing operating profit an average of 20% per year. He has also spearheaded a radical change in ChoicePoint's asset base through internal retooling and significant acquisitions and divestitures.
Responsible for building and strengthening an internal environment where employees thrive on developing solutions that leverage ChoicePoint's data and technology competencies, Curling leads the company's operations and technology groups. In an industry where the only certainty is constant and rapid change, Curling emphasizes the importance of a successful, efficient internal organization.
Under his leadership, the company's revenue sources have been greatly diversified, reducing dependence on any one market or customer base and enhancing long-term growth opportunities for ChoicePoint.
Before becoming president and COO, Curling served as ChoicePoint's COO from 2000 until 2002, and chief financial officer since its spin-off from Equifax in August 1997 until 2000. Prior to this spin-off, he was senior vice president of Finance and Administration for Equifax's Insurance Services Group from 1993 until 1997. In addition, Curling served in various executive positions within Equifax from 1989 to 1997, and previously held positions with RJR Nabisco and Ernst & Young.
He earned a bachelor's degree in accounting/finance and a master's degree in accounting from Virginia Tech, where he currently serves as a member of the Pamplin College of Business Advisory Council. He is a licensed Certified Public Accountant in Georgia. Curling is a native of the Washington, D.C., area and currently resides in Roswell, Ga., with his wife and their three children.
David T. Lee, Executive Vice
President and Chief Business Officer
In the role of chief business officer, David Lee manages all four of ChoicePoint's
business segments - Insurance Services, Business Services, Government
Services and Marketing Services - plus the company's corporate technology
and related functions.
During his more than 20-year career with ChoicePoint and its predecessor, Lee has served as a senior leader for substantially every major business unit in the company, making him uniquely qualified to be chief business officer.
Prior to ChoicePoint's spin-off from Equifax in 1997, Lee served as vice president - property and casualty marketing and sales of the Equifax Insurance Services Group. Since joining Equifax in 1984, Lee served in a variety of positions, including vice president - systems and services; assistant vice president - executive assistant to the chief executive officer; assistant vice president - corporate development; and director of corporate financial systems.
Steven W. Surbaugh, Executive Vice
President and Chief Administrative Officer
Steve Surbaugh in September 2005 assumed the position of chief administrative
officer, with responsibility for ChoicePoint's finance, people services
and legal organizations. During his tenure with ChoicePoint, Surbaugh's
demonstrated leadership and commitment to the company and its customers,
associates and shareholders made him the ideal candidate for this newly
created role.
Surbaugh joined ChoicePoint in 2002 after nearly 30 years with Arthur Andersen, where he had served as the partner-in-charge of the real estate, financial services and not-for-profit audit practices in the Atlanta office.
Surbaugh is active in a number of Atlanta civic organizations, including the Metropolitan Boys & Girls Clubs and Communities in Schools. He also serves on the Emory University Board of Visitors.
David E. Trine, Chief Financial
Officer
David Trine was promoted to chief financial officer in October 2005.
Trine joined ChoicePoint's predecessor company in 1990 and has served
in a variety of roles within the company's finance organization.
He was vice president - finance and accounting of ChoicePoint from
1997 until May 1999, when he was named vice president and corporate
controller. He added the title of treasurer in 2000.
Prior to ChoicePoint's spin-off from Equifax in 1997, Trine held various positions, including senior vice president of health care services and vice president of internal audit. He previously was an audit manager with Arthur Andersen LLP.
Carol DiBattiste, General
Counsel and Chief Privacy Officer
Carol DiBattiste is ChoicePoint's General Counsel and Chief Privacy Officer. As General Counsel, she directs the Company's legal activities, including compliance with applicable laws, regulations and policies, litigation, investigations, mergers and acquisitions, contracts, leases, other legal instruments, intellectual property, employment matters, and corporate records. She provides general legal advice to ChoicePoint's Chairman and Chief Executive Officer, President and Chief Operating Officer, and the Board of Directors. In her capacity as Chief Privacy Officer, she represents the Company on all privacy matters, sets privacy policy, is responsible for privacy compliance and reports to the Privacy and Public Responsibility Committee of the Board of Directors. She also oversees the Company's customer credentialing processes and compliance. She works with businesses, government, non-profit organizations, and the privacy community on credentialing, compliance and privacy matters. Previously, Carol was ChoicePoint's Chief Credentialing, Compliance and Privacy Officer.
From 2003 to 2005, DiBattiste served as Deputy Administrator, the 2nd highest ranking position (and previously as the Chief of Staff), at the Transportation Security Administration (TSA), the 5.3 billion dollar agency with over 55,000 employees, one of the largest operating components in the Department of Homeland Security. She assisted the Assistant Secretary (Administrator) in developing and executing all TSA programs, policies, and priorities to secure the transportation sector post 9/11; provided leadership, direction, and oversight to all TSA operations, support, and field components; and developed partnerships with key representatives of Congress, the military, other Federal Agencies, state and local governments, aviation, maritime and land transportation industries, law enforcement officials, the general public, and the heads of various other domestic and foreign public and private transportation organizations and associations.
Prior to joining TSA, DiBattiste was a partner at Holland & Knight LLP from 2001 to 2003, where she regularly advised Fortune 200 senior executives. Her practice areas involved corporate diversity counseling, government relations, and criminal and civil litigation.
From 1999 to 2001, DiBattiste was the Under Secretary of the United States Air Force, the 2nd highest ranking position responsible for recruiting, training and equipping more than 710,000 individuals and a budget of over $70 billion. She represented the Air Force within the Department of Defense and before other Federal Government Departments and Agencies, Congress, state and local governments, media, and external business, education, and civic groups on key defense issues regarding readiness, the F-22, security and disaster preparedness, intelligence, recruiting, training, retention, acquisition, privatization, A-76, health care, and appropriations. She Chaired the Task Force that brokered an anti-harassment action plan for the Department of Defense, and was the sole Air Force representative on a special intelligence committee chaired by the Deputy Secretary of Defense.
From 1997 to 1999, DiBattiste was the Deputy United States Attorney for the Southern District of Florida, the 2nd highest ranking position, managing and supervising the day-to-day operations, coordinating with all branches of Federal, state and local governments, media, and business and civic groups, and responsible for prosecution of all Federal criminal and civil offenses, and defense of civil actions against the United States, in an area stretching from Vero Beach to Key West, Florida, with a population of 5 million (one of the largest districts in the U.S.).
From 1994 to 1997, Carol was the Director, Executive Office for United States Attorneys, Department of Justice, providing executive, management, legal, security, and policy support to the 94 Offices of the United States Attorneys nationwide (over 10,000 employees and an appropriation of over $1 billion); working directly with the Attorney General; testifying before Congress; coordinating efforts between United States Attorneys and Department Components, Federal Government Departments and Agencies, Congress, Judiciary, state and local governments, media, and external groups; directly supervising the Department's Office of Legal Education and 22 staffs within the Executive Office; and publishing the United States Attorneys' Manual and Bulletin. She was instrumental in the Oklahoma City Bombing, Unabomber, Olympic Park Bombing and TWA 800 investigations and crisis response. She implemented a comprehensive compliance plan for all United States Attorneys' offices, which included an intensive on-site evaluation of criminal, civil, administrative, security and financial litigation programs, and follow-up review.
Before serving as Director of the Executive Office for United States Attorneys, she was Principal Deputy General Counsel for the Department of the Navy, the 2nd highest ranking lawyer, providing advice to the Secretary of the Navy, supervising the Naval Criminal Investigative Service and over 600 attorneys regarding acquisition law, litigation (supervised A-12 litigation), environmental law, patents and copyrights, personnel and employment law, Freedom of Information/Privacy Act, standards of conduct and government ethics, and business and commercial law. She was also the Navy's Suspension and Debarment Official. She was instrumental in resolving several high-profile, extremely sensitive matters including "Tailhook" (sexual harassment), the U.S. Naval Academy cheating scandal, and the U.S. Marine Corps hazing incident involving the elite Silent Drill Team.
She also previously served as the Director of the Office of Legal Education for the Department of Justice, where she provided 175 accredited legal education courses to approximately 11,000 students annually, and as an Assistant United States Attorney for the Southern District of Florida.
She enlisted in the United States Air Force in 1971, received her commission in 1976, and retired as a Major in 1991. She was a Judge Advocate from 1981-1991, serving in such capacities as Assistant Staff Judge Advocate, Chief Prosecutor for the Pacific Region, faculty of the Air Force Judge Advocate General School (taught Criminal Law and Procedure, Evidence, and Basic, Intermediate, and Advanced Trial Advocacy, and was Course Director for Advanced Trial Advocacy and Reserve Forces Judge Advocate Courses), and Chief Recruiting Attorney for the Air Force.
DiBattiste also taught on the faculties of the University of Miami School of Law Trial Skills Program 1998-1999, and the National Institute for Trial Advocacy, 1986-1992.
DiBattiste has received numerous awards including the Transportation Security Administration Honor Award in 2005; U.S. Coast Guard Award for Distinguished Public Service in 2005; the Department of Defense Medal for Distinguished Public Service in 2001; the Department of the Air Force Exceptional Civilian Service Award in 2001; the Department of the Navy Distinguished Public Service Award in 1994; the Meritorious Service Medal in 1991, 1989, 1985, 1983, and 1982; the Federal Bar Association Younger Federal Lawyer Award in 1985; and the Air Force Achievement Medal in 1984.
Her current service on Boards includes the National Center for Victims of Crime, Alpha Security Group Corporation, and the Board of Trustees of the Falcon Foundation. She previously served on the Board of Directors of Holland & Knight Consulting LLC in 2001, and the Temple University School of Law Board of Visitors in 1996. She is a member of the American Bar Association (ABA), chaired the American Bar Association Standing Committee on Military Law, 1989-1991, and served on several ABA Committees. She was appointed to the U.S. Magistrate Selection Committee for the Southern District of Florida, 1998-1999. She has contributed to the community through her work with the Dade County Bar Association Program "Put Something Back: for victims of domestic violence, and Holland and Knight's mentoring program with Cleveland Elementary School in the District of Columbia.
DiBattiste is admitted to practice before U.S. Supreme Court, U.S. Court of Appeals for the Eleventh Circuit, U.S. Court of Appeals for the Armed Forces, U.S. District Court for the Southern District of Florida, and Fulton County Georgia Superior Court, Atlanta Judicial Circuit. She is licensed to practice law in Georgia, Florida, the District of Columbia, New York, and Pennsylvania (inactive).
DiBattiste earned her B.A. degree magna cum laude in sociology/criminal justice from LaSalle University, Philadelphia, Pennsylvania, in 1976. She was awarded her J.D. degree from Temple University School of Law, Philadelphia, Pennsylvania, in 1981, where she was a member of Moot Court, winning awards for the Best Advocate and Best Brief. She was awarded her Master of Laws (LL.M) degree from Columbia University School of Law, New York, New York, in 1986.
Jeffrey J. Glazer, Senior Vice
President & General Manager, Insurance Services
Jeffrey Glazer manages all aspects of ChoicePoint's Insurance
Services division, which provides unique underwriting engines driven by
data, a high-growth software business, business outsourcing, fraud and
claims solutions for the P&C Personal and Commercial insurance industry.
Glazer began his career developing commercial and personal solutions for the Hartford Insurance Group. When he left the Hartford in 1985 he was a senior officer of the corporation with direct responsibility for all insurance technology. He founded his own company in 1985, focusing on developing innovative software insurance solutions. His company, Programming Resources Company, was purchased by Equifax in 1994. At Equifax, Glazer served as vice president of the Insurance division, where he was responsible for the market leading software provided to the Commercial Property/Casualty industry. After ChoicePoint spun off from Equifax in 1997, Glazer joined the ChoicePoint team in its Insurance division as vice president.
Glazer holds a degree in mathematics from the Rochester Institute of Technology.
David W. Davis, Corporate Secretary and Senior Vice President, Government Affairs
David W. Davis is the corporate secretary and senior vice president for government affairs. Davis’ primary responsibilities are to oversee the office of the corporate secretary and government relations, and to create and administer policies on corporate governance.
Before joining ChoicePoint, he served in the Office of U.S. Senator Kay Bailey Hutchison, (R-Texas) as the Senator’s principal advisor on national security and foreign affairs and as chief of staff.
Prior to working in the Senate, Davis spent over 20 years in the United States Army retiring as a Lieutenant Colonel. During his military career, he served in a variety of command and staff positions as both a field artillery officer and foreign area officer specializing in Korea and Northeast Asia.
Davis remains engaged in national level policy and security as a part-time Pentagon consultant and a member of the Pentagon’s Threat Reduction Advisory Committee. He is also active in the Atlanta community as a member of the Board of Trustees of the Atlanta Boy Choir and the Board of Directors of the Georgia Chamber of Commerce.
John M. Mongelli, Corporate Treasurer and Vice President of Investor Relations
John Mongelli serves as Corporate Treasurer and Vice President of Investor Relations for ChoicePoint (NYSE: CPS), the leading provider of identification and credential verification services. The company serves the information needs of business, government and non-profit organizations including the nation’s largest insurance companies and more than half of the Fortune 100.
Mongelli, an executive officer since 2005, leads ChoicePoint’s financing, capital structure, interest rate risk management, share repurchase, cash management, cash flow planning, shared services collections and payables operations and investor relations activities. He directly manages relationships with the company’s bank group and members of the investment community. During this period, the company generated strong cash flows and transformed its Balance Sheet to increase shareholder value. Mongelli joined ChoicePoint in 2000 as Vice President of Investor Relations, responsible for building the company’s investor relations department.
Prior to joining ChoicePoint, Mongelli spent 10 years at The Coca-Cola Company and its distribution partners working in a variety of financial leadership roles in the U.S. and abroad. He joined Coca-Cola in 1991 as Controller for the company-owned bottling operations in Warsaw, Poland, responsible for starting up the company’s financial operations. Subsequent assignments within the Coca-Cola system included investor relations, value based management consulting and financial planning and analysis. He began his career working in the audit division of Arthur Andersen LLP and in various accounting and financial reporting roles within Citigroup.
Mongelli served as a board member on the Atlanta Chapter of the National Investor Relations Institute for three years. He earned a B.S. in Accounting from Villanova University in 1985 and an M.B.A in Finance and International Business from Northwestern University in 1991.
He is a licensed Certified Public Accountant in Georgia. Mongelli is a native of New York and currently resides in Alpharetta, Ga., with his wife and their two children.
